Level 1, Level 2 and ART bank: the requirements at a glance

From the ART (Regulation) Rules, 2022, Schedule Part 1 (staff), Part 2 (equipment), Rule 7 (fees) and Rule 8A (renewal, added 17 June 2026). The notified Rules prescribe staff and equipment, not room sizes; the premises schedule and the ₹5 lakh Level 2 fee that still circulate online come from the 2022 draft.

Common questions

What are the requirements for a Level 2 ART clinic?

Under the ART (Regulation) Rules, 2022 a Level 2 clinic needs at least one gynaecologist, one anaesthetist, one embryologist and one counsellor with the prescribed qualifications (a director and an andrologist are optional), and the Schedule's equipment: microscope, incubators, at least two, laminar airflow, sperm counting chambers, centrifuge, refrigerator, cryopreservation equipment, ovum aspiration pump, usg with transvaginal probe and needle guard, test-tube warmer, anaesthesia resuscitation trolley. The initial registration fee is ₹2,00,000; registration follows an inspection and is valid for five years.

What are the requirements for a Level 1 ART clinic?

A Level 1 clinic carries out only intrauterine insemination (IUI). It needs one gynaecologist with a post-graduate qualification in obstetrics and gynaecology, and a microscope, centrifuge and refrigerator. The initial registration fee is ₹50,000.

What is the renewal fee for ART clinic registration?

Under Rule 8A (inserted on 17 June 2026), renewal is applied for on the National Registry portal sixty days before the certificate expires: ₹25,000 for Level 1, ₹1,00,000 for Level 2 and ₹25,000 for an ART bank. An application not received in time pays the initial-registration fee instead (₹50,000, ₹2,00,000 and ₹50,000). Government-run institutes pay no renewal fee.

How long must an ART clinic keep records?

At least ten years, after which the records go to the National Registry's central database, longer if any proceedings are pending (section 23(c) of the ART Act). Information is also submitted online to the National Registry within one month of receiving it.

Is this self-check an official compliance certificate?
